Bulk Liquid Terminal Design

Project Location:Grays Harbor, Washington

Westway Terminal Company retained Harris Group Inc. to obtain permits and design their new bulk liquid terminal in Grays Harbor, Washington. The facility will initially store methanol received from ship and trans-loaded to truck and rail. The facility is designed to facilitate future expansions for additional products. Major features of this project are:

o Ship unloading at two marine terminals (one existing and one improved)
o Four 80,000 barrel, internal floating roof storage tanks (120’ diameter x 40’ tall)
o Truck loading, 2 bays
o Rail Loading, 12 loading arms
o Vapor recovery and incineration

Harris Group prepared and submitted all air and site use permits including SEPA, shoreline, air emissions, fire and building.

Harris Group performed all of the engineering in-house for this project including:
• site planning
• civil engineering (planning for 4 yard tracks, two of which were partially constructed in this phase)
• structural engineering for tank foundations, containments, pipe racks and buildings
• piping design and pump selection
• electrical and instrumentation
• assistance during construction
Westway provided their own proprietary software for inventory control and security.

The facility was constructed on schedule, approximately 13 months from the start of the conceptual design work and permitting, through construction completion.
