The owner intended to build their new facility on their existing site, involving significant changes in topography and site access.

The new facility required a full master plan for future needs and the blast resistant nature of the facility, with safe venting of deflagration was a prime design criteria.

How We Did It

Harris Group worked seamlessly with the customer form conception through completion to deliver a cost-effective operating facility. Harris Group performed value engineering (VE) and implemented constructability reviews throughout the design to ensure compliance with the client’s budget.

Design activities included pre-project conceptual development / feasibility studies; code compliance, NFPA, and FM Global requirements for safe handling of fuel at high pressures and temperatures; master site planning studies; final site development; and design development through construction support.

The facility fronted a major highway with significant views by the public, thus an attractive façade was required to enhance the clients branding. The fuel test skids presented a significant cost outlay, each of which required extensive tests and pre-qualification prior to final turnover to the owner.

Due to the need for safe handling of fuel at high pressures and temperatures, the facility has a considerable amount of hazardous occupancy, including design for blast resistance and safe venting of a blast event. Harris Group prepared a full Building Information Model (BIM) using the REVIT design tool. The tool allowed our team to design in a collaborative manner, and remove/reduce field interferences, and provide contractor input for sequencing and construction planning. The fuel test skids were designed as modular units, and pre-tested and qualified at the fabricator’s shops prior to installation. Harris Group has extensive experience with the programming and detail design execution of both new and retrofit projects, including site master planning.
